in the local
free paper 'The Advertiser' of 21st June 2000 points only to the fact that what staff
were/are trained to do for their masters (the authority) they also do for themselves,
hence the news, investigations! Five years on and the police have as yet to charge the
fraudsters who engaged in the constructive frauds against a number of private landlords
that we know of. We reported to the fraudsters retained by the authority, whom the
authority misrepresents to the public as alleged investigators several cases and we handed
over evidence. The investigators simply shoved it all in the dark corners of their
corrupted minds. The police NEVER bothered to take statements from the person who reported
the crimes while relying on the instigators and judicial chair occupants to provide/create
the usual false instruments. In the cases reported such instruments abound leading
to false assertions, promotion and USE OF FORGERIES. The reliance on false instruments
issued by abusers of judicial chair occupation in the order of the day IN ORDER TO IMPOSE
on 'the serfs' the dictatorship recognised by the founder of *human-rights*, Mr
Andrew Yiannides well over three decades ago.

Further to the article in The Daily Mail of Monday 5th May, covering
your intentions to target the cheats responsible for the billion pound benefit fraud I
wish to meet with any member of your team with a view to puffing forward a plan in
connection with one of the `biggest scams presently being operated at
the expense of the budget.
I can assure you that I have a very sound proposition which can easily
be put into effect through the system I have devised intended to block and expose the type
of scam I have come across in the course of the last two years.
I am well versed in what is law and legal, what is illegal and or
likely to cause problems and or `objections' resting on the much revered `freedoms and
rights of the individual'. I can assure you that what I have in mind will not infringe on
any `such rights' as are usually raised by the freedom and liberties violations objectors.
The Honourable Paul Boateng knows of me, met with me in the course of the Human Rights
Convention at Westminster in 1995 and subsequently exchanged letters with me on the
serious situation within our legal services. However, what I wish to propose is connected
to Housing Benefit frauds that take place on a
massive scale. My proposals and plan is practical, workable; above all it will not violate
and or infringe on the rights of individuals; it will, from the onset, produce the right
results at low cost, efficiently and effectively.
I trust you will honour me with a response and arrange for a meeting
with any senior member of your staff. I assure you of my desire to be of help and to
contribute in the eradication of the scam I have come across.

the above letter was delivered to the media. And in June 1997, the Daily Mail came back
with: "They give your money away and they ignore the law". In the meantime many
the charlatans, stooges and dreamers who have other plans for 'the serfs' whom they also
treat as 'shitizens' just like the public servants and the legal circles they are

The information we furnished, as other citizens must have been doing for years. We
furnished the evidence in support of our submissions, such as the forgeries we publish in
our pages. All and everything ignored, as irrelevant, for years, in an allegedly civilised
and democratic state that is promoted as one that rests and is founded, allegedly,

Self appointed dictators, in an alleged democracy, seek to bring to fruition the dark
and evil plans for society and the world at large (*Link to the evidence at the top of this and most of the pages at this
site). In the meantime the media barons with their editors
blind, deaf and dumb, as the Daily Mirror accused the managers of it all, the judiciary /
courts, in May 1992 (*Link to
the headlines).
Police forces, retained and maintained at the expense of Mr & Mrs Average, indulging
in ostrich acts, as the appointed and the retained guardians of the criminals who are in
control of CIUKU Enterprises.
DICTATORS in public office retaining, appointing and training illiterates in law to act
as the instigators of crimes against Mr & Mrs Average and relying on their appointees
to protect their misfeasance and the rampant fraud in every area of government and the
public services.
Local, central government and the self regulating bodies from banking to health and
insurance defrauding the public of funds and rights care of the free for all the public
servants instigate for promotion and proliferation by other public servants.
All care of the alleged separation of powers and the systematic abuse of the
independence of the judiciary, who act in contempt of the law.
Intended to be independent of any other source or area, to enter purely judicious (use
of mental faculties and not abuse of judicial positions) rulings that should rest and be
founded on THE EVIDENCE which the criminals, in control, systematically ignore as with
Parliament's Law, the very criminals in control of the judicial system ignore and act in
contempt of 'as persons who are licensed by the government and persons who secure
representation through fraud and deception aplenty, to act as the safety valve under the
guise of 'judicial independence'.
Citizens have only to refer to the obvious which the founder of
*human-rights* (Non Governmental Organisation) noted when investigating and researching
the grounds and reasons WHY ONE & ALL WERE (and still are) ACTING IN CONTEMPT OF THE
LAW.
Solicitors, barristers, judges and the police all the way to the office of the
Commissioner of the Metropolitan Police. Even Members of Parliament (after the
introduction of a blunt forgery) were ignoring such criminal activities.
Through such manifestations all accessories (after the fact) to perversion and
corruption of justice, in much the same manner as with the theft and misappropriation of
Housing Benefit Funds (rents owing to the owners of rented properties) through blunt
Forgeries and false instruments aplenty, as instigated and promoted by public servants.
We furnished such information with clearly covered / stated particulars and we furnished
/ submitted the evidence. We published that fact and ever since we have been drawing
attention to the Daily Mail editor's conclusion that simply confirmed our own observations
as to the use of the 'imported for such activities by and FOR the criminals who are in
control and manage CIUKU Enterprises.
All the media barons and their stooges can come up with, is headlines such as we point
and draw attention to in this page. Any waffle from allegedly concerned editors (whose
predecessors ignored our submissions) are but dust in the eyes of the electorate, Mr &
Mrs Average, by and from hypocrites & sycophants.

| Labour's crackdown flops By

BENEFIT fraud is
continuing to run out of control despite Government pledges to crack down on the
problem, official figures reveal.
Many local authorities have done little or nothing to stop cheats
making bogus claims for housing and council tax benefit, the statistics suggest.
Yesterday, the Tories accused Secretary for Work and Pensions Alistair
Darling of failing to live up to his pledge to force a more robust strategy on town hall
chiefs.
In its 1997 election manifesto, Labour claimed that up to £2billion
was lost each year in housing benefit fraud and promised to 'start' with a clampdown on
phoney claims, followed by persistent action against benefit fraud of all kinds. [*Link to our letter to the Fraud

If Mr Blair had met that pledge, the equivalent of £25 for every
person in Britain would have been saved in bogus housing benefit claims alone - enough for
a 1p cut in the basic rate of income tax. But while thousands of bogus housing benefit
claims are unearthed, thousands more go through unchecked.
Following a study of official statistics, Tory welfare spokesman David
Willetts suggested yesterday that in 50 per cent of local authorities virtually nothing is
being done to tackle the fraud scandal.
At least 164 of the 409 authorities in the UK failed to mount a single
successful prosecution for fraud. (*Link to footnote)
This includes Plymouth*, Dover, Dundee, Durham, Barnet,
Barnsley, Milton Keynes, Northampton, Harrow, Southampton, Leicester, the Medway towns and
Tony Blair's constituency of Sedgefield. [ *Link to footnote that leads to Constructive Frauds at Plymouth through the

Another 74 have kept no data on the subject, including Barking in East
London, Basildon in Essex, Nottingham, Brighton and Hove, Bristol, Burnley and
Renfrewshire.
Mr Willetts said: `If the record of these councils is the same as for
those with data, then 50 per cent of all councils did not successfully prosecute anyone
for benefit fraud in the financial year 1999-2000.
A year ago Mr Darling promised to get tough with councils. Twelve
months down the line and only one council has been told to improve its performance. This
is a scandal.'
Announcing his `get tough' campaign a year ago, Mr Darling said if
councils failed to tackle fraud, they could expect him to use his powers to direct them to
do so. `They have been warned,' he said. A spokesman for Mr Darling said yesterday that
24,000 people were taken to court cautioned or sanctioned as a result of fraud crackdowns
last year.
The Government claimed to have saved £l00million after a blitz on
fraud and over-payment. But official figures published yesterday said in the year to
September 2000, £l.28billlon was still overpaid - eight per cent of the total annual
benefit bill.
Minister for Work Nick Brown insisted the government was on track to
hit its target of a 10 per cent reduction in benefit expenditure related to fraud and
error by March.
But a document accompanying the figures said: `We cannot be certain the
true drop in fraud and error has been as great as 10 per cent but we can be confident that
there has been some real drop.'
The statistics were based on a sample of 45,000 Income Support claims
and 29,000 Job Seeker's Allowance claims from 1.18million receiving the former and
2.2million collecting the latter.

out of funds as they go along. They do so through abuse of the courts' facilities, care of
persons who misconduct in public office.
Judicial chair occupants, who allegedly act impartially, take part in
the scams and or simply impose the undeclared policies of persons who never put such
matters to the electorate care of the condescending media barons and their stooges, the
reporters all use / rely upon to misinform the public.

Local Authorities engage in false accounting and their staff are
trained to steal Housing Benefit Funds, through misappropriation of funds they handle as
Benefit Agents. The said moneys, in law, belong to others; to the providers of the
accommodation that is used for persons who enter the country illegally; the illegal
migrants that flee to the land of milk and honey, are welcome by local authority
specialist trained teams and even the police. Then, THEY ARE USED AND TRAINED IN THE CIUKU
STANDARDS OF MORALITY THAT ARE INSTIGATED AND PROMOTED THROUGH THE LOCAL AUTHORITIES,
ENDORSED BY THE LOCAL POLICE AND PROMOTED AS LEGAL BY THE LOCAL COUNTY COURTS!

In October 2010, the coalition's Attorney General, in an interview
published by 'COUNSEL' specifically spoke of the police distancing themselves
from cases of (small-fry) fraud and asserted that he was
making that element his department's priority. IT REMAINS TO BE SEEN, WHAT the
coalition of the Con-LibDems, THE GOVERNMENT OF THE DAY WILL IN FACT ATTEND TO THE RAMPANT
FRAUD, and IF IT WILL DEAL with the criminals who abuse public office, especially
when faced with appropriate submissions and claims that will be delivered in due course.

such civilised and, within the law, approaches by citizens that led to the right actions

secured more than enough evidence about the parts of an alleged victim whose only

intended to discredit the person she was sent along to mess about with, Mr Andrew
